Fikcyjny Departament Generalnej Pomocy powstał aby pomagać innym ministerstwom w nierzadko trywialnych sprawach, Niekompetentni urzędnicy, którzy kierują nim wpadają w kłopoty za każdym razem, kiedy starają się wykonywać swoją pracę, ale najczęściej starają się tylko wyglądać jakby wykonywali jakąś pracę.
Roland Hamilton-Jones and his "number two" Richard Lamb are running the General Assistance Department with a little help (literally little) from their secretary Mildred.
