Tak, panie ministrze

Jim Hacker, a new Minister of Administrative Affairs, wants to make his mark in politics and plans to run the ministry with completely new approach - an open government. But Civil Service makes him realise that government isn’t ready for it.

Jim Hacker welcomes the visit of the new President of Buranda, who is by coincidence an old university chum of his. This changes when he finds out that the motivations aren’t as pure as they might seem.

Hacker plans to implement the rules of economy drive that the party have proclaimed before the elections. Sir Humphrey accepts the challenge and manages to persuade Hacker to be the shining example of his new policy.

During the television interview Hacker presents the plan to run a new National Integrated Database that will store many private informations about the citizens. Sir Humphrey is ready with the list of problems that will make this impossible.

The unexpected threat of the abolition of the whole Department of Administrative Affairs forces Hacker and Sir Humphrey to work together.

A threatened badger colony comes up as a good example in the dispute between Sir Humphrey and Hacker over what minister should be told by the Civil Service. Suddenly Hacker’s daughter gets involved.

Hacker puts himself in an awkward position when during radio interview he glorifies a project that actually was kept in secret by the Civil Service. And not without a reason.
